BCBS South Carolina and Mississippi

SC is through Winn Dixie, MS is through USM.....both have exclusions and was told absolutely will not pay for WLS...can anyone give me advise..or is my next step the Insurance Commisioner? HELP!!!!I need this surgery in the worse way!
