I need some advice I have a gameplan (sorta)

Ok. This is what is happening now. I got in touch with my local medicaid place and they said I have to run up bills in excess to 5,000. Now I have an option. If I apply for SSI ( not disability I have never worked) In the waiting process can I apply for medicaid? Then try and get the surgery? Has anyone else done this and if so what was the result? I am terribly sorry about all the ?'s I am at wits end!! Thank you! :)
