approved with BCBS but had to change INS now was denied

I was approved with BCBS on 7/29 but had to change INS due to my hubby's employers changing INS companies to Humana and now was denied 8/26. I will apperal but isn't there a law that states they have to accept the decision and work with the 1st INS company. I tried to continue with BCBS on my own but due to my weight they can not even write a policy for me. 280lbs this is tough.
