My brother is on welfare and has an appointment with Dr. Stellato will they approve?

We haven't look real hard into welfare if they will caover this surgery or not. He is 500 and has many medical problems and desperetly needs this surgery please if you know anything we can do to research this out. His appointment is for Nov. 20th.
