What do I say to the TN vocational rehab center???

I have been denied surgery by my job because of an exclusion policy. I have appealed and lost. I am contacting voc rehab what can I say that may get them to pay for the surgery..HELP ME!!!!!I have a list of co-morbidities and I stand on my feet all day I hurt all night.
