has anyone had an exclusion changed at their employer in MS?

does anyone know of an individual health plan that I can purchase in memphis, tn or maybe just the state of TN. I've tried aetna, kaiser, and bc/bs of tn. Does anyone know if I just drop out of insurance at my job and pick up Tenncare will they pay for the surgery? HELP!!!!
