How can I get insurance to pay to get rid of excess skin?

I have been to a plastic surgeon and was told that my insurance would not pay to have excess skin removed. My insurance is Blue Cross Blue Shield HMO through the State of Virginia. I had to have a hernia repaired and now is causing me some trouble. My WLS surgeon says it has not ruptured again but to keep and eye on it. I have already asked to see another plastic surgeon but he says I would get the same responce as the other plastic surgeon. I cannot afford out of pocket expense. Is there anyway I can get this procedure paid for? I do not want to get a loan.
