Has anyone had any experience with Keystone Health Plan Central In Hbg PA area?

My policy doesn't specifically prohibit the surgery but it is on a "special request" basis. I have been asking a lot of questions and already am getting negative "vibes". Told stuff like it is rarely approved, etc. Any incites would be helpful.
