Is there a type of State or Federally funded insurance that will pay for WLS?

DOES ANYONE HAVE ANY IDEA OF OTHER INSURANCE THAT IS STATE OR FEDERALLY FUNDED THAT WOULD PAY FOR WLS? HER BMI IS 48-49 WEIGHT IS 280 HEIGHT IS 5 4.PLEASE PLEASE HELP HER.
