Is there a Dr. in or around maryland who could offer me a payment plan?

Hello everyone, my name is Angel and I can't seem to get this surgery(what a shocker lol). I have insurance and they won't pay because of my written exclusion. I ve tried everything, right now the Attorney General is handling it but if that fails too can anyone suggest a dr that will set up payment plans? This is my last chance at a better life.
