Anyone know an insurance company in Oregon that will cover with a PPO plan?

My current group health insurance company says they will not cover the suregey even with medical necessity. Since we are a small group my employer has been kind enought to let me search for another gorup that will. In order for it to be beneficial to all employees I need a PPO. Any suggestions for Portland Oregon?
