DS approved in 2001?

Is there anyone with Pacificare HMO, BS Access+ HMO, PERScare or PERSchoice through CalPERS (public employees in CA) who has had DS approved in 2001? They are saying RNY or VBG only but I feel very strongly that DS is right for me. I am appealing first denial and need ideas!
