If you work for the gvmt. are (we) exempt from filing under ERISA LAW

I work for a school dist. I have ( self insured state govt.) I have been denied surgery ( exclusion) The website for ERISA says church/ govt. do not have to comply w/ this law. Does anyone have experience with this?
