OK I got approved for my boobs but not my tummy

They told me today that a panniectomy is cosmetic and not covered. The doctor sent letter of Med. ness. and talk about rashes back pain ect... They did not send pic. not sure if that would have made a difference. What to do now. I need help with appeal letters and some inspiring input.He was going to do the surgery together. Should I go ahead and have my breast done and hope that they will send approval of my panniectomy. Thanks everyone.
