Tubal ligation reversal after surgey?????

Has anyone actually been APPROVED 4 and HAD a tubal ligation reversal after surgery? I hear alot of people (including my doctor) say wait till after surgery. But my question is will having and open rny prohibit me from being eligible for a reversal...will another doctor approve such a procedure(tubal reversal) after my surgery???HELP....
