Hernia repair & TT - who do I see first to get this covered under insurance?

I have a hernia. I was rather happy to learn that because I thought I might be able to get a tummy tuck at the same time and have them both covered. But who do I see first? Who does this? Do I see a general surgeon for the hernia and a PS for the TT or one for both? Who is the best bet for getting this covered under insurance? Can anyone help? Thanks so much! Pamela
