Has anyone ever gotten the 1 yr pre existing waiting period wavied by BC/BS?

MY INSURANCE IS WITH BC/BS AND RAN INTO THIS PROBLEM AFTER PHONING TO ASK IF THEY HAD RECIEVED MY INFORMATION PACKET. THE REP I TALKED TO ACTED AS IF THERE IS NO WAY TO GET THIS WAIVED. IS THERE?
