What do they use for official BMI?

I was weighed at the bariatric information seminar, and weighed at my doctor's office. i am borderline at bmi #40 and there was quite a difference in my weight between seminar time and dr. visit time..... when and where do 'they' weigh you and which weight do 'they' use for your official bmi to send to your insurance for approval? thanks to all that can answer. p.s. i am working with pacific bariatric in san diego.
