WHAT DO APPROVAL LETTERS SAY EXACTLY?

I had my first consultation last Monday and the doctor said his office would let me know when they received "precertification" so we can set up a surgery date. Well, as impatient as I am, I called the insurance # on the back of my card and they said a letter has been sent to my dr and I and it says "you have met the criteria for the gastric bypass surgery". Does this means I am approved? I mean, it has only been 1 week. Or, does this mean it's just precertification??/ heck i don't know..... do you?
