my sister does not qualify for surgery

she is 42 and weighs 375 pounds she is diabetic and has bed sores she went into a comma 2 yrs ago and when she woke was blind in 1 eye and had losed the use of her legs she is not allowed out of bed due to the bed sores and is very depressed. she is in a nursing home and is not getting any better we need to find a rehab facility in our area, we live in NJ, that she could go to. we at least need her to be able to transfer from a wheelchair and we could do the rest any suggestions would be greatly appreciated. We looked into Mcgee in Pa but they would not accept her and also brookhaven in NY, because she was from out of state
