AETNA HMO DR. OUT OF NETWORK HELP!

Well I finally had my consultation Dr Artuso everything went well he feels once all the paper get in that maybe early August however since I have HMO and I can only use in network not out, Aetna feels that they will not give special permission unless my Doctor is the only doctor in my area that can perform this surgery I live in White Plains,is there any thing that I can do? Help!
