How do I get my insurance provider to change its policy of excluding ANY WLS?

I am in the process of investigating WLS but have just learned that my insurance provider, Anthem BCBS PPO in Richmond, Virginia, does not cover any type of weight loss surgery. Is there a way to get around this exclusion or get the provider to change its policy? Robin from Richmond
