Will blue cross/blue sheild cover pannis/tummy tucks if the insurance is self-funded?

DH, just got a job in Lanett, Alabama, and he says its self-funded, blue-cross/blue sheild, I have a hernia but my surgeon didn't fix it, I've heard that's one of the ways to get a tummy tuck, also, when I move there, when and if I get rashes down there, I intend to have them documented for purposes later of approving the tummy tuck, but I am so worried about this self-funded issue?
