Does Harvard Pilgrim have a waiting period when it's new coverage?

I saw posted down the board that BC/BS is making someone wait 8 months for their sugery because it is considered elective. Are all insurance companies doing this? If anyone has specific knowledge about Harvard Pilgrim or Fallon, please respond. Thanks!
