Could somebody explain how it works?

I've gone to the "chat room" 3 or 4 times and no one is ever there or so it seems. I can't find the schedules of others any where else either. I feel pretty dense but I wish someone could explain how it works. Other chat rooms I've been to you just sign in and chat if someone else is there.
