Getting approved by 1199 greater NY benefit fund

I have had all my pre-op requirednebts done, even signed consent form for surgery waiting for a date which should have been, but 1199 denied, wanted me to have seen my primary Dr, for 6 mos for diet monitoring. I am very angry and dissappointed, any way of getting around this. My surgeon to talk to Med. Director at 1199. My primary was the Dr. to refer me to the surgeon. Anyone else hear of this, anyway around this? Thank you all
