What is this pain in my left arm sore to touch and a red streak above it?

I was just released from the hospital I woke up tonight with pain in my left are it is sore when I touch it and has a red streak across the area. It is the arm where my I.V. was in my hand and this is higher up in my arm close to my elbow?
