is 67 yrs old to old for this surgery?

my Mother is 67yrs,5',200 lbs,smoker,insulan diabetic..the type that is caused from being heavy she has had 2 angioplasties..her breathing is terrible and she can't even walk 500 feet with out sitting down is she eligable for this surgery? She is killing her self
