A mini abdominoplasty? Why not a full one?? Need Milw, WI surgeon.

Looking for a good Plastic Surgeon in the Milwaukee WI area. I saw a plastic surgeon in the Green Bay WI area and he doesn't want to give me a full abdominoplasty due to the fact that my RNY surgeon did a double ventral hernia with mesh, the plastic surgeon doesn't want to go above the navel area to include a full abdominoplasty, he want's to do a mini???? Is this normal?? I'm 28 mo po with a 120 lb loss.
