PCP says I need to have diabetes under control before she releases me for surgery.

My last A1C test was 8.1 and she wants it at 7.0 before she will refer me for surgery. The Barix Clinic said they will do the surgery with a reading of 8.0. I don't believe Aetna requires this, so can I have it done without her 'blessing'? What if I cannot get it down to an acceptable level?
