Low Blood Pressure on Top

Good Morning Beautiful People!!! I have a quick question. Does anyone know what it means when your top portion of your blood pressure is very low. Mine was 89, is that too low? I have been feeling a bit dizzy and light headed, somedays. Thanks in advance!! Colleen K ~~278/128/118??~~
