Which Federal Employee Insurance in OKLAHOMA pays for plastics surgery?

I know I have asked this question before, but never specifically stated in the state of OKLAHOMA. I currently have mailhandlers. Has anyone with mailhandlers, APWU, GEHA, or any other federal insurance besides BLUE CROSS (they won't issue a pre-approval) been covered for reconstructive surgery. Open enrollment will be over soon and I would like to change insurance then. PLEASE LET ME KNOW!!!!!!!!!!
