Is my insurance company stalling??? Please Help

Has anyone else out there had trouble with Blue Cross Blue Shield of Il. PPO recieving your surgeons request for surgery letter? I have had the surgeons office fax this letter to them 3 times in the past month and they keep telling me they havent recieved anything! I have verified the fax number with both the surgeons office and BCBS. Do you think my insurance company is just stalling? Has this happened to anyone else out there? What do I do now?
