Does anyone in Hampton,Va know of a Doctor that will give you a referall for this

I have cigna pos which I was told was a ppo well now I have to get a referall for this surgery and the one I have has all ready told me she will not give me one. Can someone pleaase help me find a doctor in the Hampton newport news area that I can go to and will give me one. Thanks for all the help
