pre-approval..can they change their mind? Is this the time for me to call them?

New Start called me today and said that they are going to contact my ins. and ask for pre-approval. 1) Can they pre-approve then change their mind and not formally give written approval? If yes, how so? 2) The lady I spoke with said that I could contact my ins co now. What do I say? Thank you,
