Does anyone know about surgeons in Estern Europe or Israel? Name and numbers?

I have a relative in Russia. He weight over 400 punds. Russia doesn't have any RNY surgeons. Well they do this surgery only if you have stomac cancer or something like that, not for obesity. One of the choices is to find surgeons close to home. That lives Eastertn Europe or Israel. How do I find the docs? I open to other ideas.
