I need to see the LAW that says we are covered for this surgery under our insurers?

I have 2 friends in VA - who need this surgery but their insurance comapnies are giving them a headache. I know there is a law in Virginia, but I can't put my finger on it someone said it was ona website - Can some one help me?????
