I think people tend to overestimate how much their "skin" weighs. I've been thinking about this a lot lately. I have a lot of loose skin on my lower belly and my butt and even under my arms/armpits/small batwings - but if I dig deep and pinch the "skin" on my belly/back/thighs, there is actually still a good bit of fat under it. This is how I know I still have a good bit of fat to lose, maybe 10 more lbs of excess fat.
To simplify it, If I pinch the skin on the back of my hand - that is how thin skin actually is. If I pinch my belly skin - totally different. It's still thick with fat.
My body fat percentage is not very low, either.
eta: I have a consultation with a plastic surgeon on Thursday and I'm going to ask about this very subject!
