Government sponsored sites can be some of the worst to navigate. I tried to change my address for the IRS online and it said I couldn't do that (though I can pay from the same account - hmmm). It said to call or send a specific form. I tried calling and spent about 10 minutes listening to their menus after which I picked a topic only remotely related but would get me to a human at which point I was told the wait time would be 30 minutes. So I printed the form which has to be completed and sent via snail mail. Printed on that form was a statement about the "paper reduction act" - hmmm again.
