I have Justice in the cabin with me (in a bag) when I fly and I don't need a health certificate. I don't even need vaccination records.

Health Certificates for travel must be issued within 10 days of travel. Remind your vet office of that fact. However, if your puppies are not being shipped as baggage or cargo, most airlines do not require health certificates for in cabin travel. Have the puppy buyers check with the airlines they are using for the specific in cabin pet flight rules.
