It might mean different things to different people.. but for me, I drink about 22 oz of water pretty fast before I eat a meal. It helps me feel full and not over eat.. as well as not drink with my meals. I do NOT drink again till at least 30 min to a hour after I eat though. I don't think this is recommended for new post-ops or even those just a year out. I remember reading about it concerning those of us a few years out that have gained weight and need to take control again.
I find that waiting 30 minutes to eat after I drink something means that I will probably not drink anything at all and then not get all my water in. My brain is just not as structured as some. So if I know that I want to eat a meal.. I don't eat it unless I first get my water in for that meal. I try to get at least 100oz in a day. They say a person needs 2oz of water for every lb they weigh just to stay hydrated. I find with me, I am often thirsty and my body gives me "hungry" signals.. and I graze and make bad food choices. But when my water is up to where it needs to be.. I am totally in control of any cravings and I feel like I have my tool to my advantage and the weight starts to come off again.
I hope that helps.. others might give you better answers than this.. again.. this is just what has been working for me.
