Yes!  My highest was 218 and I got down to 121 at one point.  I bounced back up to 133.

I had the shar-pei thighs, sagging girls and the panni.  I had a tummy tuck and a breast lift/aug.  BUT - my things have filled out (not real happy about that) since I've gained some weight back.  They look much better OUT of clothes - I'm not so happy how they look IN clothes - LOL.  Was the opposite 1 1/2 years ago.

Don't let that be your deciding factor regarding WLS.  While its something you may have to deal with, its MUCH better than the weight you're dealing with now.

254 to 130, and yeah, there was lots of saggy skin. BUT - it was only an issue when I was undressed. As long as I had clothes on, I looked fabulous.

Get healthy - that's the first thing. Excess skin can be dealt with a whole lot of ways (including what I intended to do until it caused other medical issues - ignoring it! LOL!)

Height 5' 5".  Start point 254.  DH's goal: 154.  My guess: 144.  Insurance goal: 134.  Currently bouncing around 130-135.

Weight, age, genetics and activity level play a large role in how much loose skin you will/will not have.  I spent a lot of time in the gym off and on through the years.  Prior to surgery I read a post where a woman wrote she did not have skin issues until she lost 80 pounds.  It was at that point she began having loose skin issues.  I had lost 70 pounds on several occasion spending at much as 3 hours per day in the gym.  Similar to what the other woman's experience was, I did not have too much loose skin until I hit the 80 pounds lost mark.  Then it was like someone pressed a button.  My stomach is not too bad, but my butt is really, really bad.  I carried a lot of my weight there.  My legs don't look good either.  My arms are loose, but I can live with that.  I am also 56, and that plays a large role in this.  The younger you are the more elastic your skin.

In spite of the skin, I would not change one thing.  My clothes cover my body and there is always plastic surgery.  Even if you have to start of fund to pay for PS at some point in the future, it will be well worth it.  The benefits of WLS far outweigh the negatives.
