Do you have photoshop? You can open the photo in photoshop and resize.
If not, are you on a Windows machine? If so:
1. Go to Start->Programs->Accessories->Paint
2. Open the photo in Paint. (File->Open)
3. Once the photo is open, click on the Image menu at the top of the window. Choose Attributes.
This opens a dialog that shows you the size of your picture in pixels.
4. Change the values in the boxes. Do it symmetrically. For example if it says 200 X 200, change it to 100 X 100 or 50 X 50... i.e. keep the ratio between the 2 numbers the same. Reduce both by 80% or 50% or whatever, just reduce both by the same percentage.
5. Depending on how big your original pictures is, you may have to size it way down. To tell if it's going to be small enough to fit here the dialog has a "size on disk" value (2nd line from the top). If it's 20,000 or less, it will fit as your avatar on Obesity Help.
I believe there are also websites out there that will take your photo and shrink it for you. You can google that if you'd rather go that route.

ETA: OH suggests a 100 X 100 pixel size. Not all pictures are square and if your isn't and you make it 100x100, one direction will be distorted. But the 100x100 is a rough measure for how low to go with your resizing numbers
