A couple of weeks ago I even tried some pants on at Kohl's in the kids department....57 years old shopping in the kids department what a hoot. I wore a size 14 or 16 (can't remember which). Other than having to be hemmed, they fit alright, but the quality wasn't there. I might try the kids department at Nordstroms. They might be better quality and not cost as much as the womans.

Kohls is *definitely* not one of them. LOL Or JC Penneys. Or Chicos.
The Macy's at my local mall has some 2s but the Macy's on the other side of the foothills has a bunch and even sometimes size zero. I guess people are smaller over there.
H&M tends to size smaller but they don't have Petite pants. So just dresses, tops, shorts & skirts get bought there.
Christopher Banks (and all their variations) and New York & Co tend to size big so I have trouble there, but I like NY&C so I still try there just in case.
Petite Sophisticate is okay. I'm a zero there so I guess they also size big, but at least they only carry the smaller sizes so it works out.
I also shop a lot at the stores teenagers shop at. (Tillys, PacSun, Hollister) I can't wear Junior pants but I can get away with the tops and they size the stuff small enough that I'm usually only a Small in those stores, not the XS I am at in Misses.
I also admit to shopping at Justice for Girl. (blush) In my defense, I was there with my kid. Anyway, they have half sizes. I'm a 12.5 there in pants. No hemming required! XL in tops. I got this most gorgeous sweater there and a puffy coat with a fake fir trim on the hood that was on clearance. I had been looking for a coat like that for ages and couldn't find one that fit in the adult stores.

Hope your school year is going great. I teach second grade and we just handed out our 6 week progress reports....can't believe it's already going by so fast!!
I also have to try EVERYTHING on. I can't buy anything from online - I know I'd end up sending them all back.
I found almost all my dress pants at thrift stores. Liz Clairborne also carries small sizes, but they tend to run a little big, so a 2 there fits me well.
I really DO feel for those smaller than me that live in this town and need dress clothes. Its not easy to find. The Thrift store I like to go to (where I scored my GAP jeans yesterday for $5) ships clothes from Grand Rapids up here. I've also been successful at Goodwill with smaller/petite sizes.
We're in kinda a small market here and its very limited store wise.

Sizes are so different everywhere. I'm still in either a 14 or 16 in jeans. I like to buy Kohl's Crofts and Barrows pull on capri's or now their knit pant for winter because they have pockets for my iPhone which I have to carry all day at work. I'm already in their Medium and it's getting big on me so today I may go try the small and get a few pairs for the next few months. The pull ons are so much easier with my changing body. I can stay in those longer than zip/button dress slacks, which I really do prefer to wear. I'm wiling to wait until I don't have to replace them so frequently.
