Having had "issues" with USDA guidelines and our son's lunches.  I find this story fascinating:

Preschooler’s Homemade Lunch Replaced with Cafeteria “Nuggets"

The offsensive lunch consisted of:  turkey and cheese sandwich, banana, potato chips, and apple juice.

What is really funny is that the lunch (admitting quantities unknown) IS USDA acceptible.  You have

"Meat or meat alternate":  turkey and cheese, check.

"Bread, pasta or noodle products, and cereal grains shall be whole grain or enriched, cornbread, biscuits, rolls, muffins, etc., shall be made with whole grain or enriched meal or flour":  sandwich, implies bread, check.

"2 or more kinds of vegetable(s) and/or fruit(s). Full strength vegetable or fruit juice may be counted to meet not more than one-half of this requirement.":  banana and applie juice, different kinds, and juice is not more than half, check

You might make a claim the potato chips exceed the RDA of fat but they aren't specifically excluded from a school lunch and most defintely are not classified as FMNV (Food of Minimal Nutritional Value)

Yeah, it irritated me too. Put that sandwich on whole wheat bread..it's all covered. I don't think the school should have taken the lunch away and made the kid buy a lunch from them..especially that lunch..It's embarrassing for the child.
Yes, RNY worked for me but it also requires a lot of work from me!
