Need a Attorney

I am wanting to have a revision. I have been trying to go through the UW in Seattle. I was told that I needed my medical reports from my first surgery, which was done 20 years ago at Overlake Hospital. I talked to Bobbie in records and she told me that if they had my records they would be in storage. Well, she is sure they do not have them anymore. Well Paul at the UW made it clear that they can not help me unless I have those records. I don't think that is right. So I would lke to get a attorney's point of view on it. Any help would be apricated.
