There are several reasons that you could be having trouble -

1 - pace - you need to make sure you are moving at a pace that is right for your level of indurance and current performance.

2 - panting - this happens when you are basically causing yourself to hyperventilate, not taking deep enough breaths to refill your lungs properly, so therefor your body will start to pant (take quick breaths) in an attempt to get more air faster.

3 - form - if you are not running in proper form it is easy for your airway to actually get kind of restricted and then it's hard to take deep enough breaths. You want to make sure your back is stright, your shoulders are squared, abdominal muslces and arms relaxed (no tension), you should not clench your fists, when you run pretend you are holding a potato chip in your palm and you don't want to cru**** If you find yourself tensing up, literally shake it out, drop your hands to your side and give them a shake, shrug your shoulders a few times and give your neck a few side streches (you may have to slow your pace while you do this, but it's worth it).

4 - overheating - make sure you are wearing the proper clothing, no cotton, no sweats or sweatshirts, you want things that wick the moisture away from your skin and keep you cool. Always dress as if it is 10 to 15 degrees warmer then it is.

 Thanks Tripmom I will try that! I'm walking on 3.0 and running on 3.5-3.8 maybe that is too much for me at the moment. I probably pant as well and just don't realize it. Never thought to Google it lol
