Fat is still fat. You can't spot reduce, but you can tone a particular area. If what you are really seeing is fat, that means weight loss is the answer, if what you are seeing is lose skin, than toning will help a bit but nothing short of plastics really takes care of the whole problem. So I guess the answer depends on what you have there.
Since I have gone into maintenance but kept working out, my weight has redistributed, some. My big thighs are smaller, but I've actually gained a bit on the waist. Part of that is I have a lot more abs. It's also part of the normal redistirubtion process. I'm actually going to go back into weightloss mode to try and burn off another 5lbs or so of fat.
