Fiber IS a carb. However, you need some fiber to keep the digestive system running.
I counted all carbs, but ate half a Quest bar a day when I was losing. I had been taking fiber supplements due to constipation, so I just dropped them and had the half a Quest bar instead. So no big impact on my total carbs.
Now in maintenance I use a full Quest bar a day as my only fiber supplement.

Personally, Quest bars were evil for me. It is better to focus on eating real food and using the protein bars only in emergency type situations. You are still early out. I don't think I started eating any protein type bar until I was 5-6 months out. I stopped eating them, because they were sliders for me. Be careful.
My nut says that in order to get your "countable" carbs, you take the total carbs and subtract fiber to get net carbs. She says fiber carbs are really good for you and don't impact blood sugar the same way the "emptier" carbs that aren't fiber do, so if I'm going to count them (which she really doesn't recommend, but I do anyways), to make sure I'm counting net carbs, not total carbs. Plus she says fiber carbs make you feel fuller longer, so they have an added bonus to something that may not have any carbs at all.
There are people on both sides of the carbs vs net carbs arguement. I personnally subtract the fiber grams from the total carbs. It works for me but not for all. I don't beleive that there is a one fits all model for this. If a person is very carb sensitive this would not be a viable way to count for them. As the other poster said quest bars can be very triggery for carb sensitive persons. I only eat the PB&J flavour as they are not very sweet and very nutty. To each there own plan. I could not eat the other Quest bars as they are way to sweet for me and the sweetness make me hungrier (not good english sorry). I need the extra fiber to keep me regular.
I personally don't count carbs per se, but I do meticulously track every morsel that goes into my mouth on MFP. I eat 1 quest bar every day. What I love about them is that you get all the protein, plus so much fiber, which many of us need. Even with my daily quest bar, my carbs run 40-70 max, because everrything else is pretty much protein, with some veggies. I highly recommend them - they have a good taste, really fill me up, and help with the bathroom stuff.
I buy them on Amazon.
