a quick chomp search didnt show any in the various app stores, That kind of functon is probably a little specific for an app. Why not just set a recurring reminder on the clock? an alarm to go off every 30 minutes or so?
If that doesn't work for you my guess is that youd have to find an app for calorie tracking that includes sipping reminders.

I have an iphone and I use an app called "reminders"...it helps me to set reminders throughout the day that I can snooze or whatever. When I had an android I did this through the stock calendar but they didn't have snooze so I used the "calendar snooze" app and then it worked with the stock calendar flawlessly!!
